Do You Need a Visa?
Whether you need a visa to visit Russia depends entirely on your nationality. Russia has visa-free agreements with a significant number of countries, primarily former Soviet states, certain Latin American countries, and some countries in Southeast Asia. Citizens of most Western European countries, the USA, Canada, Australia and the UK currently require a visa for any visit to Russia.
Citizens of EAEU member states — Belarus, Kazakhstan, Armenia and Kyrgyzstan — have the right of free movement to Russia and do not require visas or any special authorisation to enter, live or work in Russia. Citizens of CIS countries with visa-free agreements (including Uzbekistan, Tajikistan, Moldova, Ukraine and others) can enter visa-free but require work authorisation to be employed legally. Always check the current status for your specific nationality before travelling.
Tourist Visa (Type B)
The standard tourist visa (виза категории Б / туристическая виза) is available as a single-entry (однократная), double-entry (двукратная) or multiple-entry (многократная) visa. Tourist visas are typically issued for durations of up to 30 days per entry (though some nationalities may qualify for longer). To obtain a tourist visa, you need an official invitation (приглашение) — which for tourist purposes is typically issued by a registered Russian hotel or through an accredited Russian travel agency.
The standard tourist visa application process: obtain a hotel booking confirmation or tourist invitation from a registered agency; complete the online visa application form on the official Russian consulate website for your country; gather required documents (passport valid for 6+ months beyond visa expiry, application form, photograph, invitation, travel insurance); submit to the Russian embassy or consulate; pay the visa fee; collect your visa. Processing typically takes 4–10 working days for standard applications, with expedited processing available for an additional fee.
Russia's e-visa system (электронная виза) has expanded the visa options for many nationalities. E-visas are obtained entirely online through the official Russian MFA portal without visiting a consulate, allow stays of up to 16 days, and are valid for entry through designated checkpoints including major international airports. Check whether your nationality qualifies for the e-visa and which entry points are permitted under your e-visa before travelling.
Student Visa (Type Д)
The student visa (учебная виза / виза категории Д) is issued to foreign nationals enrolled in educational programmes at Russian institutions. It requires an official invitation letter (приглашение) from the accepting Russian educational institution. Student visas are typically issued for one year initially and renewed annually for the duration of the study programme, up to five years.
The student visa invitation is issued by the educational institution after confirmation of admission and payment of initial fees. Processing by the Russian Ministry of Internal Affairs typically takes 3–4 weeks, meaning the process should begin at least 2 months before your intended arrival. Student visa holders are not permitted to work without an additional work permit, with the exception of students at Russian universities who are permitted to work part-time within the university itself.
Student visa holders must register their address within 7 working days of arrival. In practice, universities typically manage this process for enrolled students. International students living in university dormitories are registered automatically by the dormitory administration. Those living privately must register through the local MFC or post office — your landlord's cooperation is required for this registration.
Work Visa (Type Б – Рабочая)
Foreigners from visa-required countries who wish to work in Russia need both a work permit and a work visa. These are linked — you cannot obtain one without the other. The process is employer-initiated: your Russian employer applies to the relevant authority for permission to hire a foreign national (квота) and then for your specific work permit. Once the work permit is approved, it serves as the basis for your work visa application at the Russian consulate in your home country.
Work visas are issued for the duration of the work permit, initially up to one year, and can be renewed for up to three years at a time. The process from initial employer application to visa issuance typically takes 2–4 months, making advance planning essential. Highly Qualified Specialists (ВКС) enjoy an expedited process and may obtain work permits valid for up to three years from the outset.
Temporary Residence Permit (RVP)
The Temporary Residence Permit (Разрешение на временное проживание — РВП) is an intermediate status between visa holder and permanent resident, issued for three years and not extendable. It allows you to live and work in Russia without a work permit (with some restrictions) and is a prerequisite for applying for a Permanent Residence Permit (ВНЖ).
RVP quotas are allocated by region each year, and competition for quota places in Moscow and St Petersburg can be significant. Priority categories (marriage to a Russian citizen, former USSR citizenship, recognised as a Russian compatriot abroad) are entitled to RVPs outside the quota system. The Russian language proficiency requirement for RVP applicants (under immigration law) is A2 level, demonstrated by TORFL certificate or by a test taken at an authorised Russian university testing centre.
The RVP application requires a substantial package of documents: passport, photographs, application form, proof of legal entry, health certificate, medical insurance, HIV test result, absence of narcotics dependency certificate, proof of financial means, and proof of Russian language proficiency. Processing takes 2–4 months in Moscow and can be faster in regional cities.
Permanent Residence Permit (VNZh)
The Permanent Residence Permit (Вид на жительство — ВНЖ) is issued for five years and renewable indefinitely. It grants the right to live and work anywhere in Russia without restriction, access to social benefits, and serves as a precursor to citizenship applications. Eligibility requires having held an RVP for at least one year, meeting continuous residency requirements, demonstrating financial self-sufficiency, and satisfying the language requirement at A2 or higher.
Certain categories are entitled to apply for ВНЖ directly without the RVP stage: highly qualified specialists and their family members, participants in the Compatriots Resettlement Programme, citizens of Belarus and Turkmenistan (under bilateral agreements), and speakers of Russian recognised under specific legal provisions. The direct pathway significantly reduces the time to permanent residency for eligible applicants.
